Departmental Overview

The Center of Excellence for Behavioral Health Equity (COEBHE), spearheaded by Berkeley Social Welfare, is a comprehensive initiative aimed at promoting equity in behavioral health. It establishes educational pathways by forging strong links with local schools, county agencies, and community organizations. Within the Center, structured programs are developed to bolster the academic success of underrepresented minority (URM) students, while recruitment and retention of URM faculty are given priority. The COEBHE emphasizes enhancing information resources, clinical education, curricula, and cultural competence to address behavioral health needs in underserved communities more effectively. It also serves as a hub for research on health disparities among URM groups, offering training programs for URM students to provide relevant services to diverse communities. Additionally, financial support and incentives are provided to URM graduate students and community agencies involved in mentoring and training within the program, embodying the Center's commitment to fostering talent and addressing inequalities in behavioral health.

This position conducts analytical studies on a variety of policies, projects, programs and issues in support of a function, program and/or organizational unit, or in research of new or changing systems and programs. Assists in policy and program planning, development and administration; interprets, monitors and analyzes information regarding policies and procedures and provides consultative services regarding general management to department administrators.

This position oversees the administrative aspects of the HRSA funded Center of Excellence for Behavioral Health Equity, in program planning, development, and administration. The goal of the Center is to diversify the behavioral health social work pipeline via work increasing recruitment and retention of underrepresented students and faculty into the program. This role supports the Director of the Center of Excellence in managing the full scope of program activities and administration, which include grant management, data analysis, report writing, project management, event management, outreach coordination, developing and administering evaluations, etc.

This position will liaise with external constituents and partners regarding field placements and program activities such as mentoring and outreach and collaborate with Student Services and the Dean's Office.

Performs analytical studies on a variety of policies, programs and issues, including analysis of quantitative and qualitative data related to grant management and deliverables and program improvement and sustainability.

  • Develops systems to manage program data. Uses data to report on yearly progress reports to the team and sponsor.
  • Additionally, utilizes data to inform programmatic decisions, new initiatives, and directions for the Center.
  • Conducts analysis and prepares recommendations and proposals that improve the alignment of systems, structures, programs, policies and practices with the Center's objectives that have organization-wide impact.
  • Develops visual representations of data to communicate results to different audiences.
  • Presents solutions and/or making decisions for a complex systems framework with limited resources (considering relationships, internal/external politics, overlapping elements, externalities, etc.).

Coordinates efforts with a variety of external and internal contacts; researches organizational structures, policies and procedures; conducts data collection and analyses; and summarizes best practices in behavioral health field.

  • Leads quality and system improvement processes for the Center's activities.
  • Evaluates partnership projects and grant/funding opportunities for feasibility, fit, and program sustainability.
  • Manage administrative and programmatic aspects of the major programs.
  • Ensures appropriate systems, protocols, and data collection/management guidelines are in place for each program area. Works with faculty, dean's office staff, and program staff to ensure the timely and effective delivery of contract deliverables.
  • Stays abreast of best practices, state-level policy recommendations, and policy initiatives centered around behavioral health, to inform programmatic decisions.
  • Researches and summarizes best practices, and collaborates to implement related changes as needed.

In collaboration with the Dean's Office, participates in administrative policy and program planning and development for progress toward the goals and sustainability Center of Excellence for Behavioral Health Equity.

  • Drafts student service, and student participation agreements, ensuring that the obligations of students and of the Center are clearly understood and abided by.
  • Makes recommendations, develops, and implements new program areas to better support students, and to meet grant deliverables.

Prepares, edits and modifies documents including COEBHE research reports, manuscripts, presentations, and proposals related to program and COEBHE deliverables and management for internal and external stakeholders.

  • In conjunction with the PI, presents on the mission, goals, and activities of the COEBHE to campus organizations and external partners/stakeholders (eg. Office for Berkeley Graduate Diversity, East Bay Health Workforce Partnership, Healthy Richmond Hub).

Provides analyses for complex budget, financial, academic, data, systems and policy projects working directly with the Director of the Center of Excellence for Behavioral Health Equity.

  • In collaboration with the team, and with guidance from SSW Dean's Office staff, develops appropriate program policies (Student Service Agreements, for example) and ensures these are in line with campus and sponsor guidelines.

Provides supervision and management to COEBHE administrative staff and affiliates, and program/administrative assistants.

Required Qualifications

  • Absolute ability to use discretion and maintain all confidentiality.
  • Advanced knowledge of project management including program design, implementation, and evaluation.
  • In depth ability to use organizational skills to multi-task in a high-volume environment and adapt to changing priorities.
  • Advanced interpersonal skills at all levels within the organization and ability to communicate effectively both verbally and in writing; advanced service orientation and critical thinking skills; and attention to detail.
  • Strong skills in synthesizing and coordinating large amounts of data for preparing annual reports to HRSA (the funding agency).
  • Experience creating/reading and managing budgets and program deliverables for sponsored projects with $2.5 million in funding.
  • Bilingual and bicultural in Spanish and English (verbal and written).
  • Solid communication and interpersonal skills to communicate effectively with all levels of staff, both internally and with external partners such as HRSA, both verbally and in writing (in English and in Spanish).
  • Advanced knowledge of common campus-specific computer applications and other computer application programs, including Google Workspace, Microsoft Excel and Word and other data analysis software and databases.
  • Interpersonal skills; multicultural competencies; ability to work with diverse populations.
  • Skills in monitoring/assessing people, processes or services, to make improvements.
  • Thorough knowledge of and/or can quickly learn University and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
  • Able to travel up to 5% time and work occasional evenings/weekends for special events.
  • Bachelor's degree in related area and/or equivalent experience/training.

Preferred Qualifications

  • Experience overseeing/collaborating with students services programming, including advising, events, training, with an emphasis in behavioral health and equity.
  • Master's in Social Work or related area.

Salary & Benefits

This is a 1yr, 80% (32 hours/week), contract appointment, eligible for UC benefits with the possibility of extension with continued funding. This is a monthly paid, exempt position.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $95,000.00 - $110,000.00 (Rate at 100%)
